This might be a Santa Muerte shrine, where respects are paid to dead ancestors during the annual Day of the Dead. Santa Muerte is condemned by the Mexican Catholic church and seen as a cult of Satan-worship.
Or, it could be a shrine to the Virgin Mary, a solidly Catholic tradition. I am neither Mexican nor Catholic, so these are only somewhat educated guesses.
