Found this sculpture on the promenade along the beach at Strandweg, Scheveningen, The Hague, Holland.
Named "Crying Giant" it is part of the fairy tales sculptures created by New York sculptor Tom Otterness for the open air exhibit - Beelden aan Zee (Sculptures by the Sea) Museum.
Similar sculpture by the artist can be seen at Kemper Museum of Contemporary Art at Kansas city (Google Street View)
